The best time to buy is when you find you can profitably make use of a computer. Even though it becomes technically obsolete, it will still do for you what you purchased it for.

Or you might retain an accountant or computer consultant to run the financial analysis programs you need. This kind of service gives quick results, and relieves you of having to do it yourself.
